Makefile: fix some errors

* targets.mk: Repair .PHONY target.  Correctly group ORed parameters
  in find calls.  Introduce $(CLEANDIRS) and use variable instead of
  literals.  Have a command succeed at the end of `config-*´ so that
  no spurious warning is given by make.
