doc/org.texi (Visibility cycling): Mention `org-agenda-inhibit-startup' in a footnote 

* doc/org.texi (Visibility cycling): Mention that
`org-agenda-inhibit-startup' will prevent visibility setting when
the agenda opens an Org file for the first time.
