org-num: Allow property inheritance for UNNUMBERED property

* lisp/org-num.el (org-num--skip-value): Honour property inheritance.
* etc/ORG-NEWS (=UNNUMBERED= property inheritance is now honored by
~org-num-mode~): Document the change.
