Most copyright years were updated with the port of Emacs's 8e1c56ae4
in 9f1d6dfd7. Update the remaining copyright years for files that
have Free Software Foundation as the copyright holder but aren't
included in the Emacs repo.

* lisp/org-macs.el (org-assert-version): Record
`org--inhibit-version-check' during compile time inside
`org-assert-version'. This way, .elc files generated when compiling
built-in Org mode in Emacs git tree never trigger version mismatch
warning.

* lisp/org-macs.el (org-assert-version): Do not throw an error - it is
preventing Org loading and creating more breakage than the problem it
is trying to solve (the version mismatch is problematic occasionally,
while the error was thrown every single time). Document what to do
when version mismatch is encountered for Org mode built inside Emacs
git repository.

M-x package-install does not work as built-in packages are not
filtered from the completion list. Users must go through
`list-packages' instead.

* ob-shell.el (org-babel-variable-assignments:shell): allow the `:var'
keyword on fish code blocks to work with fish variables.
The fish shell uses the syntax `set variable value' instead of
`value=value' to set a shell variable. This caused org-babel to
return an syntax error when attempting to execute a fish code block
with a `:var' parameter. This change adds a helper function to use
the correct format.
